Donetsk, May 16 – DAN. Ukrainian negotiators at the Minsk talks have refused to sign an OSCE-proposed declaration on prohibition of using tortures and violence against detainees, said DPR Ombudswoman Daria Morozova.
"The coordinator of humanitarian working group Toni Frisch has proposed to sign a declaration condemning any form of torture, violence, sexual abuse and threats of violence against persons detained in relation to the Donbass conflict. We have been insisting on signing the document for three meetings, but Ukrainian authorized representatives ignore this proposition," she said in a statement sent to DAN.
Morozova said that the declaration also envisages decent living conditions and medical attention for detainees.
"The Ukrainian side refuses humanity and mercy to the conflict participants, the country's law enforcement members keep torturing detainees, while authorized representatives capable of preventing this inhuman treatment are just unwilling to do so."
Earlier DPR envoy to the negotiations Denis Pushilin’s press secretary Viktoria Talakina said that up to ninety-five percent of LPR and DPR detainees liberated from Ukrainian captivity have been tortured.
