Donetsk, Nov 1 - DAN. The election process in the Donetsk People’s Republic complies with the DPR legislation and does not contradict the Minsk Agreements, said international observers from Spain, the Netherlands and Turkey.
“Territorial and precinct election commissions were set up to help prepare for the elections. In general, all the election process events run normally and according to schedule as set by the Republic’s legislation,” Dutch observer Pascal Hillebrand said.
“All procedures in the run up to the elections fully conform to the DPR legislation and the OSCE Office for Democratic Institutions and Human Rights standards. The elections do not contradict the Package of Measures which sets the conditions for local elections,” Spanish observer Isaac Marques said.
Against this background, the Ukrainian authorities’ policy in Donbass is characterised as destabilising. “It’s an attempt to destabilise, make chaotic and disorganise the Republic’s governance,” his Turkish colleague Okay Deprem said. He reminded about the assassination of DPR Head Alexander Zakharchenko in central Donetsk, which the investigators said had been masterminded by Ukrainian secret services.
In this connection, the observers shared the opinion that the election process was becoming absolutely necessary to observe the residents’ rights (to take part in governing their region) and prevent power vacuum.
