Donetsk, Nov 4 – DAN. DPR and LPR residents are to vote in a transparent, undoubtedly legitimate election, said an international observer from France François Mauld d'Aymée.
"The residents of the DPR and the LPR have the right to elect authorities. As far as the process is transparent and monitored by foreign observers, it is undoubtedly legitimate."
He said the Donbass elections are lawful and logical, compliant with the commitments under the Minsk Agreements.
"The elections of the Head and Parliament are not the same as local elections, covered by Articles 4 and 12 of the Package of Measures." *ot
