Donetsk, Feb 13 – DAN. The absence of Kiev's representatives at the meeting of the humanitarian working group in Minsk today has prevented a detailed discussion of issues on the agenda.
"After the meeting concluded I can say that the Ukrainian side is fully responsible for failing to fulfil the Package of Measures, as its authorized representatives ignore the meetings in the Minsk format, and experts, who are present, block all the discussions by all means."
She said today's meeting ended without any positive results. Kiev has not presented official position on prisoner exchange, the declaration banning any tortures and violence against those detained in connection with the conflict has not been signed.
The Contact Group is holding another round of talks in Minsk today. *ot
