Donetsk, Oct 27 – DAN. Ukraine's lack of political will to protect its citizens has become obvious when Kiev decided to ignore the recommendations of the European Court of Human Rights (ECtHR), said DPR Ombudswoman Daria Morozova.
"The European Court of Human Rights has decided to strike out and transmit to the Committee of Ministers of 12,143 Ukrainian cases, all of them concerning the prolonged non-enforcement of final national judicial decisions and reveals a systematic non-enforcement of the Court's decisions," she said.
Kiev assumed obligation to fulfill the ECtHR 20 years ago, she added. "Once again, Ukraine shows to the international community that it lacks political will to protect human rights."
Morozova expressed concerns over the fact that Ukraine had been granted a three-year mandate in the UN Human Rights Council (UNHRC) despite its violation of the ECtHR decisions. It is worrying that Ukraine's bid has been supported by 177 member states, she added.
"It has been three years since the Package of Measures had been signed, but Ukraine has done nothing in this respect either. It shows that Kiev fails to perform its international obligations," Morozova said.
Ukraine not only disrespects its citizens but also compromises its international reputation.
On October 12 the European Court of Human Rights published its judgement concerning Ukraine, saying the Court has decided to strike out and transmit to the Committee of Ministers of 12,143 Ukrainian cases "concerning the prolonged non-enforcement of final national judicial decisions, originated in the same systematic problem, namely dysfunctions in the Ukrainian judicial system which hinder the enforcement of final judgements, thus entailing a systematic problem of non-enforcement or delayed enforcement of domestic court decisions, combined with the absence of effective domestic remedies in respect of such shortcomings."
The ECtHR has also registered 1,436 complaints from Donbass civilians who have suffered Kiev's offensive. *ot
