Kirovskoye, Nov 24 – DAN. Kiev again avoids implementation of the Minsk Agreements articles on amnesty and prisoner exchange, DPR ombudswoman Darya Morozova told reporters on Thursday.

“They have their own view of the exchange, and their approach is at odds with the formula spelled out in Article 6 (of the Package of Measures for the Implementation of the Minsk Agreements), being selective,” Morozova said.

To meet prisoner exchange terms under the Minsk Agreements, Kiev has to fulfil Provision 5 of the Package of Measures that envisions stopping the persecution of Donbass conflict participants and their amnesty, the ombudswoman said.

DPR and LPR did everything possible to facilitate the exchange, granting Ukraine’s request concerning prisoner-of-war lists.

“Everybody was ready, but Ukraine rejected our proposal to exchange the identified persons,” she added.

DPR and LPR repeatedly underscored their commitment to the Package of Measures of 12 February 2014, envisioning amnesty and all-for-all prisoner exchange principle. Kiev keeps dodging its commitments resorting to arbitrary interpretation of the agreements.
