Donetsk, Dec 7 – DAN. Kiev has ignored all instructions from the Contact Group and the Normandy Four, Minsk negotiation remain at critical condition, said DPR acting Foreign Minister, DPR rep in political subgroup Natalia Nikonorova.
"The situation in talks over political issues is critical. Today we didn’t manage to start discussing the Steinmeier's formula. Ukraine has one more time ignored all instructions from the Contact Group and the Normandy Four foreign ministers."
She added that during the talks Ukraine's representatives changed their position several times: from articulated acceptance of the Steinmeier's formula to the denial of its existence.
"On our side, we have the same crucial condition – the careful implementation of the Minsk Agreements and coordination of all positions and documents with us as we represent DPR and LPR. But Kiev evaded discussion today again, having said that the work is being done in other formats and we are not a side of the conflict," the minister said.
Kiev tends to go over organizational issues over and over instead of deciding upon mandatory rules and regulations of the work, she said.
Steinmeier ‘s formula outlines the principles of implementation of the Ukrainian law “On local self-government order in certain areas of the Donetsk and Lugansk region”. According to the German Foreign Minister plan, the law should be enforced on the day of local elections on a temporary basis, and permanently upon OSCE publishing its report on the elections outcome.
