Donetsk, Feb 8 – DAN. Adoption of Ukrainian law on "a transition period" will signify Kiev's withdrawal from the Minsk Agreements, said DPR Foreign Minister Natalia Nikonorova.
Last week, the Ministry of Reintegration headed by Alexey Reznikov, published the draft law on "the state policy during the transition period". The document justifies the unitary state policy in Donbass.
"The law ignores the fundamental principle, Donbass special status and its incorporation in the Constitution, in the conflict settlement. The law limits Donbass residents rights to free movement, and imposes considerable constrains on their civil and political rights," she said.
The document, Nikonorova said, introduces filtration of Donbass population.
The Package of Measures for the Implementation of the Minsk Agreements, approved by the Contact Group in 2015, envisions a constitutional reform in Ukraine which must result in deep decentralisation. The special status of Donbass is a key principle of the political part of the Agreements. Kiev also must coordinate all of its decisions with DPR and LPR representatives.*ot
