Donetsk, Jul 19 – DAN. Kiev's representatives in the Contact Group have risen doubts about one of the key points of the Minsk Agreements, said DPR envoy to the negotiations Denis Pushilin’s press secretary Viktoria Talakina.
"Ukraine keeps impeding the prisoners swap. Moreover, Ukrainian negotiators within the Contact Group have risen doubts about the necessity to carry out the full amnesty of persons connected to the Donbass conflict. "
Talakina said that despite lengthy talks and updates made to the lists of detainees, the sides failed to compromise.
Articles 5 and 6 of the Package of Measures for the Implementation of the Minsk Agreements stipulate the prisoners swap on the 'all for all' basis.
The document also includes provisions to "ensure pardon and amnesty by enacting the law prohibiting the prosecution and punishment of persons in connection with the events that took place" in Donbass. *ot
