Donetsk, Nov 29 – DAN. Ukrainian authorities view the Minsk talks only as a means of gaining control over the border with Russia, said DPR acting Foreign Minister Natalia Nikonorova.
"Instead of meaningful work on the agenda, Kiev suggests discussing issues not related to the Monsk process in any way. Apparently Ukrainian authorities view the Minsk talks only as a means of gaining control over the border with Russia, and they do not care about Donbass people," she said.
The key obstacle in the political arrangement process is that Kiev refuses to discuss a compromise way to enact Donbass special status law. Thus, they lead the talks into a deadlock, subjecting the sides to the prolongation of conflict, Nikonorova added.
"Ukraine's refusal to discuss some of the provisions amounts to refusal to fulfill obligations set forth by the UN Security Council Resolution and approved by the international community a number of times. The situation might be fixed only by Ukraine's coherent, consistent and conscientious implementation of its commitments in accordance with the Minsk Agreements."
The peaceful settlement of the Donbas crises is based on the Minsk Agreements dated 5 September 2014 and, followed by the 19 September 2014 Memorandum on the ceasefire implementation. On 12 February 2015 the negotiators signed the Package of Measures for the Implementation of the Minsk Agreements; it sets forth immediate and comprehensive ceasefire in effect from 15 February 2015; withdrawal of heavy weapons, establishment of a security zone; discussion of modalities of resuming social payments in Donbass; a constitutional reform in Ukraine aimed at a deep decentralization of the state's system of government. *ot
