Donetsk, Jan 30 – DAN. Kiev representatives have impeded the discussion of the Donbass specialstatus during today's Minks talks, the DPR Foreign Ministry said.
"We don't see any willingness to fulfill any political obligations on the Ukrainian side neither in Minsk nor on the part of the Ukrainian president, who indulges himself in saying that he is not going to grant Donbass the special status. In addition, the negotiators could not come up with any reasonable explanation of this statement," the ministry said.
Poroshenko has recently bluntly dismissed any possibility of Donbass acquiring a special status within Ukraine though it is a key provision of the Minsk Agreements.
During the meeting in Minsk on Wednesday, Kiev representatives kept "sabotaging the discussion of the key issue on the agenda – a compromise mechanism of implementing Donbass special status provision".
In October 2014, Ukrainian President Petr Poroshenko signed the law on special order of local self-governance in certain areas of the Donetsk and Luhansk Regions which granted them a special status for three years (Minsk-2 requires indefinite status for the region). The law has never been implemented in reality as, contrary to the Minsk Agreements and without coordinating his move with the Donbass Republics, Poroshenko amended the law in March 2015 making it non-operating. *ot
