Donetsk, Apr 27 - DAN. Ukraine’s deliberate refusal to interact with the Donetsk and Lugansk People’s Republics at the Joint Centre for Control and Coordination (JCCC) enables it to continue conflict escalation, Donetsk’s official representative in the Contact Group subgroup on security issues Alexey Nikonorov said on Tuesday.
“Kiev representatives continue, with insistence, to drag the OSCE Special Monitoring Mission to Ukraine into all processes and mechanisms of interaction between the parties, while categorically objecting to dialogue at the JCCC in the current membership,” Nikonorov said. “Thus, Ukraine is trying to avoid the responsibility and not to answer directly for its own violations because it is much easier to send letters or messages, detached from reality, to a neutral international mission, while continuing in actual fact to violate the accords with impunity.”
The Ukrainian delegation is trying to substitute the notion “inquiry” with “investigation,” in order to stall, for as much as possible, the search for and punishment of Donbass ceasefire violations. Kiev’s position fully distorts the essence of the accords dated July 22, 2020 making them “practically unimplementable,” he said.
Earlier reports said that the draft addendum to the currently effective version of the Additional Measures to Strengthen the Ceasefire in Donbass had passed its first reading. DPR representatives at the security subgroup talks on Tuesday hoped to finalise the draft addendum.
The package of tighter ceasefire control measures came into force in Donbass on July 27, 2020. The document bans the use of all weapons, deployment of hardware, special operations, engineer works, unmanned aerial vehicles flights etc.*jk
