Donetsk, Sep 15 - DAN. The Minsk security subgroup did not discuss the key agenda items at the meeting on Tuesday due to Kiev’s refusal to fulfil its obligations, the Donetsk People’s Republic Office at the Joint Centre for Control and Coordination (JCCC) said.

“Due to Ukraine’s principled refusal to meet the commitments it earlier undertook, and a lack of the parties’ consensus on the implementation of the Additional Measures, the working group on security ended its session early,” the report said. “The parties never discussed the finalising of the draft addendum to the Framework Agreement on the Disengagement of Forces and Hardware or mine action.”

The DPR Office reminded that on September 10, Kiev derailed the joint inspection with the DPR, agreed by the Contact Group, in the Shumy settlement area outside Gorlovka, where Ukrainian armed formations developed positions in violation of the Additional Measures to Strengthen the Ceasefire in Donbass.

“As of now we have not only the unfulfilled accord but also a recording by the OSCE Special Monitoring Mission proving that Ukrainian armed formations extended a trench in the Shumy area,” DPR representative to the security subgroup Alexey Nikonorov said.

The DPR Office said that violations of additional ceasefire control measures by Ukraine were recorded nearly every day. Earlier reports on Tuesday said that DPR observers again recorded engineer works by Ukrainian armed formations outside Gorlovka.

Donetsk repeatedly said that Ukrainian forces constructed fortifications outside Gorlovka in violation of the additional ceasefire control measures, and that they advanced them to the strategically important Severskiy Donets - Donbass water duct arc planning to gain a foothold there.

The package of tighter ceasefire control measures came into force in Donbass on July 27, 2020. The document bans the use of any weapons, deployment of hardware, special operations, engineer works and flights of unmanned aerial vehicles.*jk
