Donetsk, Sep 4 - DAN. The Donetsk People’s Republic has fulfilled its obligations and is ready for prisoner exchange, the DPR ombudswoman, the Republic’s representative to the Minsk humanitarian subgroup Darya Morozova told the Donetsk News Agency on Wednesday.
“At today’s meeting (of the Minsk humanitarian subgroup - eds DAN), Ukraine was unable to present a legal clearance mechanism for the pre-trial and on-trial detainees who are due to be exchanged,” Morozova said. “Ukraine brought forward an unacceptable proposal that backtracks us to the December 2017 situation where criminal proceedings against the Republic’s supporters were never dropped.”
She added that the legal mechanism was discussed at the Wednesday meeting of the humanitarian subgroup and that Donetsk suggested a possible way to set free this group of people. According to Morozova, the Ukrainian representative assured that the proposal would have been checked for compliance with Ukrainian legislation by the next talks.
“As of today, the DPR de facto fulfilled its obligations and is ready for the exchange. I hope that Kiev will fulfil its promise; it will show Ukraine’s readiness to release the detainees,” the ombudswoman said.
Earlier, Morozova said that that Ukraine and the Donbass Republics might exchange prisoners in late September if Kiev completed all the necessary procedures on time.*jk
