Donetsk, Apr 18 – DAN. Kiev forces are getting ready for active military action in Donbass, said DPR Head Alexander Zakharchenko.

"Destruction of infrastructure is the first sign of Ukraine's preparation for a war, for an offensive," the DPR leader said commenting on the shelling of April 17 shelling of Donetsk water treatment plant vehicles convoy carrying its employees and possible halt of the water facility.

Zakharchenko reminded of the Donbass reintegration law, which provides for an armed seizure of Donbass. The shelling of a civilian vehicle is a clear example of Kiev's plans for "de-occupation" of Donbass.

Ukrainian forces opened fire on a convoy carrying Donetsk Water Treatment Plant (DFS) personnel on Tuesday afternoon, wounding five people. The JCCC said later that the Voda Donbassa water company considers temporary closure its facility.

Petr Poroshenko signed the bill "On the peculiarities of state policy on ensuring Ukraine's state sovereignty over temporarily occupied territories in Donetsk and Lugansk regions", the so-called Donbass reintegration law, on February 20, after the country's parliament had adopted it on January 18 with 280 voices. The bill defines Donbass as an 'occupied territory' and Russia is recognized as an "aggressor state". Lawyers agree that the 'reintegration' implied by the law is a legal permission for an extensive use of force to settle the conflict in Donbass, which is a direct violation of the Minsk Agreements aimed at a peaceful solution. *ot
