Donetsk, Dec 10 – DAN. Donetsk has developed a package of steps to carry out a prisoner exchange as soon as possible, the Republic's Ombudswoman Daria Morozova said.

"The first step is to sign a decree on pardoning of 13 people handed over to the DPR in 2019-2020, which has been on the table of Ukrainian president Vladimir Zelensky since April 2020. The second step is to finalize the legal clearance of other subjects of 2019-2020n swap. After that, the sides will be able to exchange updated lists of missing persons and to verify the data," Morozova said.

The next step previews that Kiev representatives develop and present a mechanism "aimed at the impossibility of criminal prosecution of people who are to be exchanges further on the all-for-all basis."

At the December 8 meeting of the Contact Group, Ukraine wriggled out of its commitment to carry out the legal clearance of liberated detainees, offering instead to free 24 people and pardon 13 previously liberated.

During the POW exchanges in 2019-2020 the DPR received 71 people. The sides agreed to carry out the legal clearance of the released persons. Kiev has not delivered on its commitment. *ot
