Donetsk, Dec 30 – DAN. The DPR Ombudswoman Daria Morozova expressed regret over the lack of a full-fledged POW exchange.
"I sincerely regret and extremely worried about the absence of a full-fledged exchange of detainees between the DPR and Ukraine. Nevertheless, Ukraine alone bears the responsibility as it avoids the fulfillment of its obligations under the Package of Measures, as well as the obligation to carry out the legal clearance of the exchanged persons," she told DAN.
The most recent prisoner swap took place in April 2020, when the DPR handed over nine people to Ukraine and received ten, though the liberated persons have not been cleared of charges. The DPR has repeatedly emphasized that the legal clearance is necessary for the swap process to be completed. *ot
