Donetsk, Apr 4 - DAN. Ukraine’s rejection of total amnesty for Donbass conflict participants contradicts the Package of Measures for the Implementation of the Minsk Agreements and violates rights of the region’s residents, DPR ombudswoman Darya Morozova told Donetsk News Agency on Tuesday.

Ukrainian Prosecutor General Yuri Lutsenko said in an interview with the German newspaper Bild on 1 April that general amnesty was not possible for participants in Donbass fighting and that pardon could only be granted on an individual basis.

“Lutsenko’s statement contradicts the Package of Measures for the Implementation of the Minsk Agreements and the world’s armed conflict settlement practice and violates human rights,” Morozova said. “Not only should Ukraine amnesty all those involved in the conflict but also adopt the law banning their persecution and punishment.”

Morozova added that such statements from a Ukrainian justice representatives showed that “the Ukrainian authorities were not ready to comply with the Minsk Agreements.” *jk
