Donetsk, Apr 13 – DAN. DPR law enforcement authorities have detained top officials of the DPR state enterprise Donbass Energy and the Starobeshevo thermal power plant on suspicion of fraud.
"A criminal investigation into a group of people suspected of fraudulently seizing a large amount of money belonging to the Donbass Energy is ongoing", the Interior Ministry said.
In 2018, the Transmashsoyuz company signed an agreement on the overhaul of a diesel locomotive of the Starobeshevo thermal power plant (subdivision of the Donbass Energy). The initial contract was worth nine mln rubles, later it was raised by almost 1 mln. In 2019, Donbass Energy and Transmashsoyuz signed the certificate on acceptance-delivery and the contractor received the remaining payments.
The investigation showed that Transmashsoyuz director Alexander Kumurzhi, the company's technical director Sergey Afonin acted in collusion with Donbass Energy technical director Andrey Korzhov, director of Starobeshevo thermal power plant Makar Myagkov and deputy head of the fuel and transport department of the plant Leonid Korablyev. They have not fulfilled the conditions and appropriated the money.
The majority of the parts were supplied by the Metalltransmash company, founded by Kumurzhi and Afonin.
The expert review showed that the contact was unjustifiably increased by three mln roubles.*ot
