Donetsk, Nov 19 - DAN. Prisoner exchanges are unrealistic at the present time without the Contact Group’s coordinating a road map for implementing the Minsk Agreements and its approval by the Ukrainian parliament, Donetsk People’s Republic representative in the Contact Group humanitarian subgroup, DPR ombudswoman Darya Morozova said on Thursday.
“Our opponents (Ukrainian representatives - eds Donetsk News Agency) are well aware that the negotiations remain blocked through their fault; as a result, neither prisoner exchange nor progress on other tracks at the Minsk talks is possible at the present time. To resume the dialogue and reach a consensus, the parties to the conflict have to coordinate a document that would contain the mechanism for unblocking the talks and confirm the commitment to the Minsk Agreements,” Morozova said.
A road map proposed by the Republics can be such document. “It is only after the coordination of this document by the Contact Group and its approval by the Ukrainian parliament, and after the dropping of criminal prosecution against the detainees released earlier, that a real opportunity to carry out the next prisoner swaps can appear,” Morozova said.*jk
